AASHTO Coordinating Information on Permitting


AASHTO's Subcommittee on Highway Transport coordinates information among stateDOT oversize/overweight truck permitting officials on steps that have beentaken to facilitate hurricane relief shipments.

Many states make adjustments, by proclamation, declaration, or administrativeaction, in size and weight permitting requirements and permit conditions, suchas time of day and escort vehicles, while retaining authority over loads androutes to assure safe and reliable delivery.

Procedures for future emergency responses

Gordon Proctor Based on the experience with emergency response to hurricanes Katrina and Rita, the assessment of that experience through the survey conducted by the Subcommittee, and conversations with federal emergency response officials, the Executive Board of the Subcommittee proposes the following procedures for future emergency responses:

    AASHTO's Subcommittee on Highway Transport has been coordinating information among state DOT oversize/overweight truck permitting officials on steps that have been taken to facilitate hurricane relief shipments to and within the Gulf Coast States.

    Many states have made adjustments, by proclamation, declaration, or administrative action, in size and weight permitting requirements and permit conditions, such as time of day and escort vehicles, while retaining authority over loads and routes to assure safe and reliable delivery.

    The Federal Highway Administration has assembled information on a state-by-state basis which may be accessed at Oversize and Overweight Load Permit Information.

    The Federal Motor Carrier Safety Administration has suspended Hours of Service requirements and relaxed CDL rules.

    The Federal Emergency Management Administration has requested that states provide a waiver of some restrictions on oversize loads involving the movement of manufactured homes for hurricane relief. Several states have responded.
