Safe, Accountable, Flexible, and Efficient Transportation Equity Act (SAFETEA)
Name: SAFETEA 2004
The U.S. Senate's six-year TEA-21 reauthorization legislation, SAFETEA,
would provide total highway authorizations of $255 billion - with guaranteed
highway funding totaling $237 billion, an increase of 38 percent over TEA-21
guaranteed funding levels - and would provide transit authorizations of $56.5 billion.

Transportation Equity Act: A Legacy for Users
Name: TEA-LU
A $275 billion six-year TEA-21 reauthorization measure, which includes a provision that would require
Congress to revisit the funding in the bill in the near future by requiring Congress to enact legislation
by September 30, 2005, to ensure states receive a minimum rate of return of 95 percent on their
contributions to the Highway Trust Fund by 2009 or face a shut down of the federal highway program.
The $275 billion in guaranteed funding provided by H.R. 3550 would consist of $217.4 billion
for the core highway program (not including the portion of the program that is exempt from annual
spending constraints), $51.5 billion for transit and $6 billion for behavioral and motor carrier safety.
The annual core highway funding breakdown would be: FY 2004—$33.6 billion; FY 2005—$34.6 billion;
FY 2006—$35.7 billion; FY 2007—$36.7 billion; FY 2008—$37.8 billion; and FY 2009—$38.9 billion.

Safe, Accountable, Flexible, and Efficient Transportation Equity Act of 2003
On May 14, 2003 U.S. Department of Transportation (DOT) Secretary Norman Mineta unveiled the Bush
Administration's proposal to reauthorize the Transportation Equity Act for the 21st Century (TEA-21).
The Safe, Accountable, Flexible and Efficient Transportation Equity Act of 2003 (SAFETEA) recommends a
total six-year $247 billion federal surface transportation investment program.

Tea-21- Transportation Equity Act
The Transportation Equity Act for the 21st Century was enacted June 9, 1998 as Public Law 105-178.
TEA-21 authorizes the Federal surface transportation programs for highways, highway safety,
and transit for the 6-year period 1998-2003. The TEA 21 Restoration Act, enacted July 22, 1998,
provided technical corrections to the original law.
