The Rail Security Act of 2004 (S. 2273) provides $62 million through the Department of Homeland
Security (DHS) for Amtrak to address specific rail security vulnerabilities and $660 million for
safety and security improvements to Amtrak’s network of tunnels in New York City, Baltimore and
Washington, D.C. The bill also requires DHS to conduct vulnerability assessments of passenger and
freight rail infrastructure throughout the country.

“Section 130” Program
Highway-Rail Crossing Funding Program –Summary
Purpose: To develop and implement safety-improvement projects to reduce the number and severity of train collisions with vehicles and pedestrians at highway-rail grade crossings. The Section 130 Program, taken from its citation in Title 23 of the U.S. Code, was originally the Rail-Highway Crossings Program dating back to the Highway Safety Act of 1973.

Railroad Rehabilitation & Improvement Financing (RRIF)
The Railroad Rehabilitation & Improvement Financing (RRIF) Program was established by the Transportation
Equity Act for the 21st Century (TEA-21). Under this program the Administrator is authorized to provide
direct loans and loan guarantees up to $3.5 billion. Up to $1 billion is reserved for projects benefiting
freight railroads other than Class I carriers.
The funding may be used to:
Acquire, improve, or rehabilitate intermodal or rail equipment or facilities, including track,components of track, bridges, yards, buildings and shops;
Refinance outstanding debt incurred for the purposes listed above; and
Develop or establish new intermodal or railroad facilities
(RRIF) Program
